3.3 ISSUES IN PUBLIC SAFETY

CRIMES

Crime means deviant behaviour
that violates prevailing norms (cultural standards prescribing how humans ought to behave normally). Crime consists of the breach of one or more rules or laws for which some governing authority or force may ultimately prescribe a punishment. (wikipedia)
There are three category of crime that effects public safety :-
  • Crimes against people like assault, battery, robbery, Sexual offenses, rape, pimping, kidnapping, manslaughter and murder.
  • Crimes against property such as damage, arson, theft, burglary and deception.
  • Crimes against justice like obstruction, bribery, perjury and malfeasance in office.

For an example, the criminalization that had happened to the World Trade Centre in New York, on 11 September 2001 and popular been said as 911 event, where as the crash of the tower happened because of the suicide aircraft attacks (hijacked American Airlines Jet) that being done by Islamic Terrorists attacks, Osama Bin Laden as what being said of the authority of America’s. The crashed effects the Public Safety where as it is one of crimes again people and property because it make happen on the death of many human living, causes injury and harm, and damage big amount of public property.

With the consequences of crime that effects the safety among community life. There are many plan and action that have been proposed to ensure the Public Safety like the involvement of many parties. Community itself also always provided with tools, knowledge and support to undertake crime prevention.

DISASTERS (NATURAL OR MAN-MADE)

Disaster is the tragedy of
natural or human-made hazard that negatively affects society or environment because of the consequence of inappropriately managed risk. Developing countries suffer the greatest costs when a disaster hits. (wikipedia)

Through the Disaster Research Center, the studies reflect a common opinion that all disasters can be seen as being human-made, their reasoning being that human actions before the strike of the hazard can prevent it developing into a disaster. All disasters are hence the result of human failure to introduce appropriate disaster management measures.












For an example with what just had happened and once being send out by radio and television every day about the disaster happened at Bukit Titiwangsa about land-slide that destroy public property, effectuate harm and injury, and the saddest news was the disasters mad many living killed. Not just that, there are also a few area being high risky in experience land-slide like at Kondominium Impian Selatan, Bukit Jaya, Taman Bukit Mewah, Wangsa Ukay 11 and Wangsa Ukay 9 around the disaster area. And just now, there are also being sent out about Sekolah Kebangsaan KLIA that confront with the same disaster.

Therefore, we have to think, what will happen to public safety if such disaster happen again at the other especially at the risky area. It means public safety will be threated because of this disaster. Therefore, it is proven that sustainability of environment is one of major aspect that have to be manage seriously to ensure public safety and quality of life just can be reach when every area respects and safe to the people who live in it.
Here, planners have to play their role honestly before declare any development plan, such as they have to ensure the area of any plan is good in housing and living environment. Community also have to act judicious before buy any housing area. That is why community itself also always provided with tools, knowledge and support to make right
decision.
