2.1 WHAT MEANS BY ‘QUALITY OF LIFE’?

Quality Of Life (QOL) means the level of well-being and safety felt by an individual or group of people like public and community. QOL consists of two components, physical and psychological. The physical aspect includes things such as health, diet, and protection against pain and disease. The psychological aspect includes and internal feeling of an individual like stress, worry, pleasure and other positive or negative emotional states.

QOL of an individual or group cannot be measured directly because there are no tangible measuring tool to examine the degree of QOL like mathematics formula.

A city can be said as accepts its ‘quality of life’ when it respects and safe to the people who live in it, when it respects the environment, and when it prepares for future generations, people have to share responsibility for that mandate, and this shared cause is the only way to achieve that QOL dream.

Detail planning of urban development need to be done first before any real development done because the condition of urban area and it's environment is very important in determining the Quality Of Life of community there.

2.2 ‘QUALITY OF LIFE’ IN URBAN AND REGIONAL PLANNING ASPECTS

In my opinion, QOL in Urban and Regional Planning aspects means the sustainability of urban development in making the Acceleration to the Transition to Sustainable Communities and Societies includes the guarantee to a good quality of life for citizens over the long term, ensuring social inclusion, accessibility like transportation systems, public amenities, urban transparency and environmental sustainability for the city and metropolitan area. If an individual or a community felt the good quality of life, it means they get enough degree of Quality Of Life.

As an example, integration of traffic management, transportation and land-use planning in Curitiba’s, 1970s allowed the city to meet strategic objectives which sought to minimize downtown traffic, encourage social interaction by providing more leisure areas and pedestrian zones in the center of the city, and encourage the use of public transport and cycling in order to achieve an environmentally healthy city. What have just done can make higher level of Quality Of Life in physical aspects.

In my opinion QOL in planning can be measured by measuring the differences of “standard of living”. As an example, the differences people in rural areas, small towns aa people live in big cities and metropolitan area. With the level of planning and development of small towns that lower rather than in cities. The development made does not good enough like the accessibility, public amenities, and other development. It directly effects the standard of living there and also effects Quality Of Life to people who live in rural area. It also vice- versa happened in big cities where as their Quality Of Life are higher.

Planners plays an important role in managing the growth of cities to achieve the sustainability to society and communities, in applying tools like zoning to manage the uses of land, and growth management to manage the pace of development. These managing include planning, efficient land use, efficient transportation network such as less automobile use with better access, efficient resource use to control an environment, less pollution and waste, good housing and living environments, a healthy social system, sustainable economics, community participation and involvement, and preservation of local culture. All of aspects above have to be taken seriously to ensure that community get good QOL.

The challenge urban planners facing today’s lies in the implementation of targeted policies and programs, and the need to modify existing urban and regional to achieve the goals of sustainability to achieve QOL in planning .

3.1 WHAT MEANS BY ‘PUBLIC SAFETY’?

‘Public Safety’ means the condition of being protected against physical, social, spiritual, financial, political, emotional, occupational, psychological, educational or other types or consequences of failure, damage, error, accidents, harm or any other event which could be considered as non-desirable.

It also can be seeing as of being protected from the event or from an exposure to something that causes health or economical losses. It can include protection of people or of possessions. Also can be say as the prevention and protection of community and peoples from events that could endanger their safety from significant caused by crimes or disasters either natural or man-made like danger,injurt/harm and damage.

3.2 PUBLIC SAFETY INDICATOR

From the Calvert- Henderson Quality Of Life in aspects of Public Safety, there are 2 different component that can be an indicator of Public Safety. There are :

• Several important features of individual action within the private batch that affect the probability of injury.


• Specific environmental and public life-saving actions (beyond individual control) that impact our safety and potential for harm. We highlight ways to reduce or avoid some of these hazards through collective action, which sculpts our cultural values.

Supporting safe personal behaviors has always been an major part of improving the safety of our population. This is the most important part because the public safety of each individual can be sure if the everyone have tools and knowledge that able to control their behaviors can prevent them from be a victim of public safety issues especially issues of crime.

But it is also necessary to acknowledge what can be improved in the public batch. Reducing deaths and injuries from cars and guns, the leading causes of death from injury, will require changes in the public batch. To do so, we need to foster cultural values that support public action as well as personal behaviors as essential determinants of safety.

3.3 ISSUES IN PUBLIC SAFETY

CRIMES

Crime means deviant behaviour

that violates prevailing norms (cultural standards prescribing how humans ought to behave normally). Crime consists of the breach of one or more rules or laws for which some governing authority or force may ultimately prescribe a punishment. (wikipedia)

There are three category of crime that effects public safety :-

• Crimes against people like assault, battery, robbery, Sexual offenses, rape, pimping, kidnapping, manslaughter and murder.
• Crimes against property such as damage, arson, theft, burglary and deception.
• Crimes against justice like obstruction, bribery, perjury and malfeasance in office.

For an example, the criminalization that had happened to the World Trade Centre in New York, on 11 September 2001 and popular been said as 911 event, where as the crash of the tower happened because of the suicide aircraft attacks (hijacked American Airlines Jet) that being done by Islamic Terrorists attacks, Osama Bin Laden as what being said of the authority of America’s. The crashed effects the Public Safety where as it is one of crimes again people and property because it make happen on the death of many human living, causes injury and harm, and damage big amount of public property.

With the consequences of crime that effects the safety among community life. There are many plan and action that have been proposed to ensure the Public Safety like the involvement of many parties. Community itself also always provided with tools, knowledge and support to undertake crime prevention.

DISASTERS (NATURAL OR MAN-MADE)

Disaster is the tragedy of

natural or human-made hazard that negatively affects society or environment because of the consequence of inappropriately managed risk. Developing countries suffer the greatest costs when a disaster hits. (wikipedia)

Through the Disaster Research Center, the studies reflect a common opinion that all disasters can be seen as being human-made, their reasoning being that human actions before the strike of the hazard can prevent it developing into a disaster. All disasters are hence the result of human failure to introduce appropriate disaster management measures.

For an example with what just had happened and once being send out by radio and television every day about the disaster happened at Bukit Titiwangsa about land-slide that destroy public property, effectuate harm and injury, and the saddest news was the disasters mad many living killed. Not just that, there are also a few area being high risky in experience land-slide like at Kondominium Impian Selatan, Bukit Jaya, Taman Bukit Mewah, Wangsa Ukay 11 and Wangsa Ukay 9 around the disaster area. And just now, there are also being sent out about Sekolah Kebangsaan KLIA that confront with the same disaster.

Therefore, we have to think, what will happen to public safety if such disaster happen again at the other especially at the risky area. It means public safety will be threated because of this disaster. Therefore, it is proven that sustainability of environment is one of major aspect that have to be manage seriously to ensure public safety and quality of life just can be reach when every area respects and safe to the people who live in it.

Here, planners have to play their role honestly before declare any development plan, such as they have to ensure the area of any plan is good in housing and living environment. Community also have to act judicious before buy any housing area. That is why community itself also always provided with tools, knowledge and support to make right

decision.

3.4 ‘PUBLIC SAFETY’ IN URBAN AND REGIONAL PLANNING ASPECTS

In the role of urban and regional planning, public safety means the prevention of planning from danger and improvement of the urban ambiance (environment) to be safe to public. Public safety involved the public spaces (main targets for crime and incivilities and are where fear of crime is strongest). So how can we create a safer environment and reduce the fear of crime among our community??

Should these spaces be privatized, closed or renewed that relates to planning and development.

To ensure the safety among community in Urban and Regional Planning aspects, the environment and Urban Design have to be looked in details such as :

• Create a master plan incorporating existing efforts (Green Median) + new initiatives (Pedestrian Pockets) to ensure the balance of development with the environment that give effects to public.
• Develop plans + strategies towards illegal signs + trash
• Inspect street lighting on main thoroughfares regularly to be one of public facilities.
• The cooperation of private and government to making plans and actions with the future development in country.
• The detail study about any development plan area to ensure the weakness and strongest of each area.
  

3.5 IMPORTANT OF PUBLIC SAFETY

Public Safety or Security is a major concern of the community. It involved the human living and there are many factor that can threat the safety of communities. Public safety important to prevent community from any danger either crimes or disaster and to ensure the community justice with the present of correction of policy, management, security, crime prevention, law enforcement and other actions. As such the District, in partnership with private and public law enforcement and safety professionals, will actively and aggressively pursue innovative public safety programs and initiatives. As what had been done from government, there are many parties that existed to ensure the succeed of action plan towards public safety.

3.6 DOES PARTIES INVOLED IN PUBLIC SAFETY ENOUGH ALREADY?

There are many parties that involved in Public Safety, but does it be able enough to ensure the safety among community. For me, the existed of such parties enough already to make sure the safety of their community with certain category of parties. But, the existing parties have to upgrade thier service, skill of work and upgrade their technology from time to time to to maintain their good work as the sophisticated skill to fight with any public safety issues especially issues of crimes.

But the most important is that community itself have to be alert to such issues, because community role is the major important to fight such this issues. Individual and group of people have to have knowledge, tools and skills to defend self when confront with this problems.
